Dear Mr. Maiman:

This letter is to inform you of our plans to conduct a followup maintenance team inspection to the Dresden Independent Safety inspection (ISI) conducted last fall at the Dresden Nuclear Power Station, Units 2 and 3. Since the amount of in-progress maintenance was limited, the ISI could not witness sufficient activities to develop a complete assessment of overall maintenance effectiveness. The purpose of the followup inspection is to provide an evaluation of maintenance and work control activities during the performance of a station refueling outage.
The overall goals and objectives of the maintenance team inspection are:
Evaluate the effectiveness of maintenance by examining maintenance preparation, e
conduct of maintenance, control of work activities, coordination among departments, and post-maintenance testing.
e Examine a sample of corrective actions to ISI-identified weaknesses, as discussed in the Comed response to the ISI, dated February 26,1997.
Evaluate the effectiveness of the maintenance work process, including planning, e
scheduling, and integration of outage and emergent work.
e Evaluate engineering and technical support of maintenance problems identified during outage and emergent work.
e Evaluate performance or programmatic problems and the causes including g
edherence to maintenance and test procedures.
,0' I have been directed to manage the ISI followup maintenance team inspection effort that was approved by the Executive Director for Operations, Mr. Joe Callan. The Dresden maintenance team inspection will be composed of a team of Nuclear Regulatory Commission (NRC) Headquarters and Regional inspectors. In addition, the Dresden State Resident inspector will be an active team member. Our plan is to be on site starting April 14 - April 25,1997. We tentatively plan on having an exit meeting at the site to present the results of our inspection on May 12,1997.
