Dear Mr. Keppler:

This is in response'to your report covering the >

Systematic Assessment of Licensee Performance (SALP) for Clinton Power Station (CPS). Illinois Power Company (IP) has increased management involvement in all activities at Clinton Power Station during the transition from construction to preoperational testing and plant operation.

In addition, in the following areas the specific management ,

action is discussed.

a. Preoperational Testing. Startup procedures have been revised to ensure that if deviations from the test sequence in the preoperational test procedure are required they do not affect the test results.

b. Radiological Controls. Consultants experienced in radiochemistry have been hired to supplement plant staff personnel and raise the level of experience of the Chemistry Departnent.
c. Security. A project manager reporting directly to the Vice President has been assigned to expedite the Personnel Screening Program. Consultants have been hired to assist in this work.
d. Operational Readiness. The CPS Cold Licensed Operator Requalification Program has been implemented.

An evaluation is in progress to consolidate the safety review program for control of operations, tests and experiments.

e. Licensing. Reports submitted to the NRC are being reviewed for technical accuracy and completeness by independent technical validators and by all department managers who share responsibility for the content of ,

i allegations that have been reported to Illinois Power and will continue to work with the NRC to resolve them.

t Illinois Power Company has committed the resources to develop a highly qualified technical and management staff to ensure that the transition from censtruction to plant operation is conducted in a deliberate and professional manner.

Clinton Power Station Facility Meeting Summary The findings and conclusions of the SALP Board are documented in Report No. 50-461/85001, and were discussed with the licensee on December 12, 1985, at the Clinton Visitors Center in DeWitt, Illinois. The licensees regulatory performance was presented in each functional area. Overall performance and performance in each functional area was found to be acceptable. The licensee has shown aggressive managament attention and high level of performance in the functional areas of containment and other Safety-Related Structures, Piping Systems and Supports, and Licensing Activities as evidenced by the Category I ratings in each of these areas. Overall performance has shown an improving trend but additional management attention is warranted in the functional areas of Radiological Controls, Preoperational Testing, and Security in preparation for receipt of a license to load fuel.

Increased attention to detail is required in licensee responses to Violations, Bulletins, 50.55(e) reports, and other submittals to eliminate inadequacies, errors, or omissions in the data submitted.

While this meeting was primarily a discussion between the licensee and NRC it was open to members of the public as observers.
