REVISIONS TO FUNDAMENTAL PUCLEAR MATERIAL CONTROL PLAN

-(TAC NOS. L30934 AND L30944) l

Dear Mr. Williams:

This is in response to your letter dated February 7, 1997 (Westinghouse reference #NRC-97-004), by which you submitted changes to Chapters 3.0 and 5.0 of your Fundamental Nuclear Material Control.(FNMC) Plan. We have completed our review of the submitted changes, and have determined that these changes do i

not decrease the effectiveness of the FNMC Plan, and thus were properly submitted under the provisions of 10.CFR 70.32(c). Accordingly, the revisions.

to your FNMC Plan are. acceptable, and Safeguards License Condition SG-1.1 of your Materials License SNM-1107 will be updated in a' future license amendment i

to reflect'the current changes.

In addition, no action was taken with regard to your request of an inventory

schedule change which was submitted under a cover letter dated November 15, 4

i-11996 (Westinghouse reference #NRC-96-055), and rescinded by a subsequent letter. dated January 14, 1997 (Westinghouse reference #NRC-97-001).

Enclosed is a copy the Safeguards Evaluation Report, which includes the' i-Categorical Exclusion.

We concur with your-determination that the enclosures to your November 15, i.

-1996, and February 7, 1997, letters contain information of the type specified in 10 CFR 2.790(d) which is deemed to be commercial or financial within the 1

meaning of 10 CFR 9.17(a)(4). Accordingly, said enclosures will be withheld 4

from public disclosure unless subject to the provisions of 10 CFR 9.23.
