PRAIRIE ISLAND NUCLEAR GENERATING PLANT SECURITY PLAN (REVISION 36) -
Dear Mr. Wadley:
This letter acknowledges receipt of your letter dated February 23,1996 which transmitted changes identified as Revision 36 to the Prairie Island Security Plan, submitted under the provisions of 10 CFR 50.54(p).
Based on your determination that the changes do not decrease the overall effectiveness of i
the plan and after limited review of the changes, no NRC approval is required, in accordance with 10 CFR 50.54(p). Some observations were noted during our limited review and are addressed in the enclosure to this letter. Implementation of these changes will be subject to inspection to confirm that the changes have not decreased the overall effectiveness of the plan.
l The enclosure to your letter concems a subject matter which is exempt from pubiec disclosure in accordance with 10 CFR 73.21 and is therefore being withheld from public disclosure. In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosure will be placed in the NRC Public Document Room.

Your change does not describe routine and compensatory measures for the VBS that comply with NEI 96-01 or state that such measures, or equivalent measures, will be included in site security procedures.
Your change references NEI 96-01 only for compensatory neasures and j
not to other areas such as inspection of the VBS. The change does not state that these areas will be addressed by security procedures.
