Dear Mr. Mueller:

This refers to a Predecisional Enforcement Conference conducted by Mr. A. Bill Beach,

Regional Administrator, and other members of the Region ill and Headquarters staff on

March 19,1997. The subject of this conference was the apparent violations at Zion ,

Station identified in NRC Inspection Reports No. 50-295/96021(DRS); 50 304/ 96021 J

(DRS) concerning the implomontation of the radioactive material transportation program, l
