4 i This change revises Trojan Technical Specification (TTS) 3.8.2 regarding 4 operability requirements for onsite AC and DC electrical power distribu-

_ tion systems. See Attachment 1 for specific changes.

j- REASON FOR CHANGE i

Page 3/4 8-6. TTS 3.8.2.1. AC Distribution - Ooeratina i'

i The requirement for AC electrical buses to be energized by sources other l than the emergency diesel generators (EDGs) is revised to allow the AC

. distribution system to be powered from either offsite sources pr_ the EDG per the NRC-approved M-STS (NUREG-0452, Revision 4).

l-I Paae 3/4 8-7. TTS 3.8.2.2. AC Distribution - Shutdown 1-

! A similar change as that made to TTS 3.8.2.1-above is made to TTS 3.8.2.2.

l Also, the term " Vital" buses is changed to " Preferred Instrument" buses j to reflect the correct name of the system as described in the Trojan i Updated FSAR (Section 8.3.1.1.5.2). Lastly, the ACTION statement is

] revised to conform with the NRC-approved M-STS (NUREG-0452 Revision 4).

The ACTION statement is revised to conform with the NRC-approved M-STS (NUREG-0452, Revision 4).

! The Bases is expanded to address the above change.

)- SIGNIFICANT HAZARDS CONSIDERATION DETERMINATIM i The changes to the ACTION statements of TTS 3.8.2.2 and 3.8.2.4 do not j increase the probability or consequences of an accident, do not create a l new or different kind of accident, nor do they involve a reduction in a j margin of safety since this change constitutes an additional restriction

not presently in the TTS. The proposed change requires an inunediate 1 suspension of activities that could directly lead to a release of radio-activity as opposed to the present TTS which requires the indirect method

~

of controlling a radioactive release through establishing CONTAINNENT j INTEGRITY within 8 hours9.259259e-5 days
0.00222 hours
1.322751e-5 weeks
3.044e-6 months
.' Based on the above, and since this change i conforms with the W-STS, no significant hazard is created.

i

!- The' change to TTS 3.8.2.1 and 3.8.2.2 concerning the powering of the AC i distribution system does not increase the probability or consequences of-I an accident, does not. create a new or different kind of accident,' nor

! does it involve a reduction in a margin of safety since the sources of l power for the AC distribution system are already governed by TTS 3.8.1.1 l -

i .'

O LCA 128 Page 2 of 2 and 3.8.1.2, "AC Sources". Based on the'above, and since this change conforms with the W-STS, no significant hazard is created.

SAFETY / ENVIRONMENTAL EVALUATION Safety and environmental evaluations were performed as required by 10 CFR 50 and the Trojan Technical Specifications. This review deter-mined that an unreviewed safety question does not exist since Plant i

operations remain consistent with the Updated FSAR, adequate surveillance is maintained, and there is no conceivable impact upon the environment.
