' Dear Mr. Gambhir:

An NRC inspection was conducted February 9 through March 22,1997, at your Fort
Calhoun Station reactor facility. The enclosed report presents the scope and results of that
inspection.

Areas examined during the' inspection are identified in the report. Within these areas, the
inspection consisted of selective examinations of procedures and representative records,
'
interviews with personnel, and observation of activities in progress. The results of this
inspection are document in the enclosed report.
Three examples of poor work planning were demonstrated by your staff during this
inspection period, and two of these examples resulted in unnecessary radiation exposure to
maintenance and radiation protection personnei. We encourage you to utilize these
examples to improve your work planning process in order to minimize additional
unnecessary radiation exposure to personnel.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

and its enclosure will be placed in the NRC Public Document Room (PDR),
