Enclosure Acceptability of Item F of Hope Creek Construction Item Deferrals Item F of the attachment of the November 29, 1985 letter frora PSE&G discussing Hope Creek Deferrals proposes to postpone the performance of the Traversing Incore Probe (TIP) Preoperational Test until prior to initial criticality of the Hope Creek plant. The TIP system is used for calibration of the Local Power Range Monitors (LPRMs) when they are to be used for monitoring core thermal limits. Since such monitoring is required only for core power greater than 25% of rated the TIP system is not needed below 5% of rated power. The Source Range Monitors and Intermediate Range Monitors provide the needed core protection at these low power values.
On the basis that the TIP system is not required to be operational until core power is greater than 25% of rated we conclude that postponement of the TIP system preoperational system test as proposed by the applicant is acceptable.
