The MPIRG Radioactive Waste Project and the Radwaste Transport Coalition have heard of the Director's decision of November 4, 1985 denying the request of a petition by the Illinois Safe Energy Alliance under 10CFR 2.206, requesting that a complete Environmental Impact Statement be prepared for the General Electric Morris operation. I have reviewed the decision and request the Chairman to carefully consider the decision and order that a comprehensive Environmental Impact Statement be made.

The receipt of spent fuel at the Morris facility involves.five states and the magnitude of this operation impacts the entire region. It would seem important that the NRC ensure that the most comprehensive environmental impact study be undertaken.

We are prepared to join the Illinois Safe Energy Alliance in continuing to press on this issue and hope.the NRC will recognize its importance.

We specifically ask you to extend the period of your review until January 1, 1986 so that all interested parties can be made aware of the issue under consideration.
