By letter dated May 15, 1984 (Reference (b)), Vermont Yankee committed to develop plant operating procedures to cover operator action under degraded grid and nonaccident conditions.

In accordance with a verbal request by your l

staff, this letter is to inform you that Vermont Yankee Operating Procedure OP-3140, Alarm Response - Alarm Annunciator Response Sheets:

Low Crld Voltage Without An Accident Signal," will be implemented prior to restart from our 1985/1986 outage. This procedure was previously reviewed by an NRC Region I reactor engineer during an inspection conducted October 7-11, 1985 (Reference (c)].
