Georgia Power Company provided consultant,s reports and Cultural Resource Management Plans (CRM) celineating historical and archaeological properties along certain transmission line rights-of-way associated with the Vogtle project. As noted in that letter, additional reports and CRM plans were being developed and would be submitted as they becare availabic.

Enclosed are 10 copies of the Consultant's final report for resource inventory and assessment studies and submittal letter to the Historic Preservation Section for the Vogtle-South Caroline line.

This information is being provided with the understanding that it will not be subject to public disclosure. Withholding this inforination from public disclosure is necessary to protect these resources and ensure their preservation. The basis for withholding from public disclosure were stated in D. O. Dear Dr. Lyon:

Georgia Power Company (GPC), as licensee for the construc-tion of the Alvin W. Vogtle Electric Generating Plant (VEGP) , is constructing and will operate and maintain a 230 KV transmission line from the VEGP to the Georgia / South Carolina border, in Burke County, Georgia (V-SCTL). Garrow & Associates, Incorporated, has completed a cultural resource inventory and assessment study, and GPC has completed an assessment of resource treatment alternatives for this transmission line. By this 1cteer, we are transmitting the final report for studies by Garrow & Associates. Also, this letter specifies the resource treatment alternatives we propose to implement for the two archaeological properties recommended by Garrow & Associates as eligible for listing in the National Register of Historic Places. Lastly, this letter requests your comments regarding the eligibility of these properties and upon the resource treatment measures proposed hereinafter.

As detailed in their final report for inventory and assess-ment studies, Garrow & Associates has recommended that C.P. 9 Bur 42 and C.P. 9 Bur 43 are eligibic for listing in the National Register of Historic Places, based upon their potential to produce

Dr. Elizabeth A. Lyon November 15, 1985 Page Two data important in the study of prehistoric archaeology. GPC proposes to avoid adverse effects to these properties by implemen-tation of the following measures.

At each of these properties, all line corridor construction (cutting and removal of materials) will be conducted by hand or by other methods which produce similar minimal ground disturbances.

All stumps (cut to ground level), roots, and similar debris will be left in place. All burning and/or other disposal of materials will be conducted outside of C.P. 9 Bur 42 and C.P. 9 Bur 43. Where necessary to maintain adequate ground cover, grasses will be plant-ed without surface scarification (no discing or plowing).

GPC has determined that no line towers must be constructed within either of these two properties. All necessary access across these cultural properties for construction equipment will be accom-plished by use of plank roads or similar devices to protect the ground surface from disturbance. Traffic over such routes will be limited to that essential to construction. No materials laydown and/or equipment marshalling areas will be sited within either of these two properties.

The following will be undertaken to provide for the post-construction management of C.P. 9 Bur 42 and C.P. 9 Bur 43:

(1) GPC will establish, maintain, and actively pursue a program for the internal review of all normal operation and maintenance of the V-SCTL. Also, GPC will establish, maintain, and actively pursue a program of internal review of any additional development and/or redevelopment of the V-SCTL.

Such reviews will be undertaken a minimum of ninety (90) working days prior to the commencement of any future actions.

(2) If in the reviews called for above, GPC determines that potential adverse effects to cultural proper-ties could occur as a result of proposed actions, GPC will undertake, or cause to be undertaken, feasible and reasonable actions to avoid such potential effects. .

(3) If avoidance of potentially adverse effects is not feasible or reasonable, GPC will cause to be conducted and completed the necessary negation and/

or mitigation actions at the property (ies) to be potentially affected, at least ninety (90) working days prior to the commencement of on-site actions.

• Dr. Elizabeth A. Lyon November 15, 1985 Page Three All such negation and/or mitigation actions will be undertaken in consultation with the State Historic Preservation Officer for Georgia.

(4) GPC will conduct, and/or cause to be conducted, regular, on-site inspections of cultural properties included under this plan.

(5) GPC will report at.least annually to the State Historic Preservation Officer for Georgia regarding the implementation and administration of this plan.

(6) The implementation and administration of this plan will be carried out through the Cultural Resource Management Program, Georgia Power Company.

GPC believes that by implementation of these treatment alternatives, the development of the Vogtle-South Carolina Trans-mission Line will have no adverse effects upon archaeological properties eligible for listing in the National Register of Historic Places.

Due to the scheduling of cultural resource management and essential construction activities for this transmission line, we need to receive your written comments regarding National Register eligibility of these properties and upon the proposed treatment alternatives on or before December 19, 1985.

Please advise if further information is required. We appreciate this opportunity to work with you in the management of Georgia's nonrenewable cultural resources.
