DPR-54 PROPOSED AMENDMENT 122, REVISION 2 In accordance with 10 CFR 50.59, the Sacramento Municipal Utility District hereby proposes to amend its Operating License DPR-54 for Rancho Seco Nuclear Generating Station No. 1. Per the require-ments of 10 CFR 50.92, this Proposed Amendment 122, Revision 2, has been evaluated by a No Significant Hazards consideration in Attachment I.

This proposal addresses minor editorial changes to Revision 1 of Proposed Amendment No. 122.

Attachment II to this submittal is a description of the proposed changes for Amendment No. 122, Revision 2. Pursuant to 10 CFR 50.91 (a) of the regulation, we have provided a copy of this letter, the proposed change in Technical Specifications, and our analyses of significant hazards considerations to Joseph Ward, the designated representative of the State of California.

I Attachment I Safety Analysis Rancho Seco Technical Specifications have recently undergone many changes in the steam generator area. Amendment No. 66 added surveillance requirements for certain special interest steam generator tubes and visual inspections of the internal aux-iliary feedwater flow distributor, attachment welds and thermal sleeves. Amendment No. 76 revised Technical Specifications governing the inservice inspection of-steam generator tubes to reflect OTSG operational experience. Proposed Amendment No. 122 has further revised 0TSG Technical Specifications by creating 100% inspection require-ments for specific limited areas which are distinguished by unique operating con-ditions and/or physical construction. The proposed addition of these two tables (Tables 4.17-3 and 4.17-4) has necessitated that OTSG Auxiliary Feedwater Header Surveillance Requirements that were added as Table 4.17-3 in Amendment No. 66 be moved to Table 4.17-5. The other proposed change contained in this submittal re-fers to steam generator tubing inservice inspection results that fall into category.

C-3. 10 CFR 50.72 requires a four-hour report whenever a principal safety barrier has been found seriously degraded. Category C-3 is considered to be such a con-dition. This statement has been added to Section 4.17 to make this requirement more visible.

No Significant Hazards Considerations This revision to Proposed Amendment No. 122 contains minor changes that are editorial in nature. One change entails moving 0TSG Auxiliary Feedwater Header Surveillance requirements to another table. The other change calls out specific requirements of 10 CFR 50.72 in Section 4.17 of Technical Specifications. Therefore, operation of Rancho Seco in accordance with this Proposed Amendment:

1) does not involve a significant increase in the probability or consequences of an accident previously evaluated,
2) does not create the possibility of a new or different kind of l accident from any accident previously evaluated, and
3) does not involve a significant reduction in a margin of safety.

Therefore, significant safety hazards are not associated with this Proposed Amend-ment.

Attachment II Description of Proposed Changes
