Dear Judge Smith:
I received the partial initial decision dated August 19, 1985, a couple of days ago.
It did not contain Page 23 and 24.
Please send me pages 23 and 24.
Also the defense that Dieckamp uses is incompetence.
He just did not know or understand the seriousness of the situation.
You agreed.
Therefore the defense is pure incompetence.
What are you going to do about it? Let a management that uses incompetence as a defense operate a nuclear power plant?
