COMSECY-96-065 - FEES (DSI 21)

With the additions recommended by Commissioner Rogers and the sentence provided below, I support the Commission's Preliminary Views on Fees (DSI 21),

i.e., no consideration of fees for mandated activities (Option 2) with respect to the DSI, and continuation of the current approach (Funding Mechanism 2) with regard to the related issue.

There remains a view that it is fundamentally unfair to impose fees on NRC licensees, thereby increasing their costs and adversely offsetting their competitive position. A related concern, that I strongly share, is that NRC costs are passed to the ratepayers and they may not perceive concomitant benefits.

As the Commission indicated in its Preliminary Views, the Commission will continue its commitment to consistent consideration of cost-effective ways of j

performing its work and accomplishing its mission within a responsible budget.

There are many sound reasons for this position. Thus, I recommend that the Commission emphasize its commitment to economy by addition of the following sentence (to the first paragraph of the Commission's Preliminary Views):

The Commission and the NRC staff must continually seek ways to reduce expenditures without compromising safety, and i
