Arkansas Nuclear One - Unit 2 Docket No. 50-368 License No. NPF-6 Proposed Technical Specification Change Concerning the New Fuel Storage Racks Gentlemen:
Arkansas Nuclear One - Unit 2 (ANO-2) Technical Specifications state that the new fuel storage racks are capable of storing new fuel having an enrichment of 3.7 weight percent U-235.
As ANO-2 is now using fuel with an enrichment exceeding 3.7 weight percent U-235 an analysis was performed to evaluate the use of the new fuel storage racks with more highly enriched fuel.
This analysis determined that the K-effective of the new fuel pit is within the limits established by NUREG-0800 (Standard Review Plan) for all moderator densities when the new fuel rack is loaded with 4.1 weight percent U-235 fuel assemblies.
Therefore, attached is a proposed change to Technical Specification 5.6.1.2 to allow storage of 4.1 weight percent enriched fuel in the new fuel racks.
In accordance with 10CFR50.92(c), we have determined the proposed amendment to have no Significant Hazards Consideration (SHC) and are including the basis of our SHC determination as an attachment to the proposed change.
Also, a copy of this amendment package is being forwarded to Mr. E. Frank Wilson, Director, Division of Environmental Health Protection, State of Arkansas.

,M DESCRIPTION OF AMENDMENT REQUEST The current Arkansas Nuclear One, Unit 2 (ANO-2) Technical Specifications state that the new fuel racks can be used to store new fuel with an enrichment of 3.7 weight percent U-235.
Due to the fact that fuel with a higher enrichment is being used in ANO-2 a new criticality analysis for the new fuel rack was performed.
This analysis was performed for new fuel with an enrichment of 4.1 weight percent U-235.
The assumptions used in this reanalysis are conservative and comparable to those used in the original analysis of the new fuel rack.
The results of the reanalysis have shown that K-effective is less than the NUREG-0800 limit of 0.95 for all moderator densities.
Therefore, AP&L now wishes to change section 5.6.1.2 of the ANO-2 Technical Specification to allow the Storage of fuel with an enrichment of 4.1 weight percent U-235 in the new fuel racks.
BASIS FOR PROPOSED N0 SIGNIFICANT HAZARDS CONSIDERATION DETERMINATION A review of this proposed change has shown that it does not involve a significant increase in the probability or consequences of an accident previously evaluated. This is due to the fact that although the value for K-effective shows scme small increase, it is still below the NUREG-0800 limit of 0.95 for all moderator densities.
This proposed change does not introduce the possibility of a previously unanalyzed accident as no physical change to the configuration or operation of the new fuel pit will be made.
The only change is to allow storage of more highly enriched fuel assemblies.
The analysis of the storage of a slightly higher enrichment fuel in the new fuel racks has shown that the allowed limits in NUREG-0800 are not exceeded.
Thus there is no significant reduction in the margin of safety.
Based upon the above, it can be seen that the proposed amendment request does not involve a Significant Hazards Consideration.
The Commission has provided guidance concerning the application of these standards by providing certain examples (48FR14870).
The proposed amendment matches example (vi).
"A change which either may result in some increase to the probability or consequences of a previously-analyzed accident or may reduce in some way a safety margin, but where the results of the change are clearly within all acceptable criteria with respect to the system or component specified in the Standard Review Plan:
for examp.le, a change resulting from the application of a small refinement of a previously used calculation model or design method."
