Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, DC 20555 Dear Mr. Dentov St.b j e ct : Establishment of CEOG Davis Besse Review Group The purpose of t M.s letter is t c, apprise you of the formation of the Combustion Engineering Owners Group (CEOG) Davis Besse Review Group (DBRG).
This group is chartered with reviewing the June 9,1985, Loss of Feedwater event at Davis Besse, communicating individual CEOG member activities related to the event, facilitating the exchange of information on any generic issues requiring plant specific consideration, and preparing recommendations to the full CEOG on issues determined to be of a generic nature.
The first meeting of the DBRG was held on October 29, 1985.
At that meeting, the group discussed the manner in which it's resources could most effectively benefit the member utilities.
The DBRG recognizes that design differences between CE and Babcock and Wilcox (B&W) pressurized water reactors (PWR) would limit both the probability of occurrence and the impact of a similar event for the CE PWR design.
Nevertheless, it was the concensus of the group that a thorough understanding of the Davis Besse event would be beneficial in assuring that the potential for occurrence of similar generic problems at a member's plant would be minimized. Therefore, the group plans to direct it's efforts to determining which aspects of the Davis Besse event merit consideration by participating CEOG utilities.
To achieve this goal, the group has begun examination of various documents, from both the NRC and other industry sources, relating to the event.
Actions to assure ' that applicable issues are identified and addressed are currently underway.
To further enhance this effort, we are available to meet with you or other members of the NRC staff to discuss either our actions or actions the staff may be considering which are related to Davis Besse and which you believe 0512030253 801126 PDR ADOCK 05000346 p
