Dear Mr. Cross:

Mr. Michael Warren of my staff has coordinated with Mike Johnson of your staff for three officials from the " Korean Atomic Energy Research Institute" KAERl, to observe an NRC Operational Safeguards Response Evaluation (OSRE) at the Beaver Valley site from March 31 through April 3,1997. The U.S. Department of Energy (DOE) and the Korean government have entered into an arrangement of cooperation in research and development concerning, among other areas, Physical Protection. This cooperative effort will develop human resources for planning and executing nuclear material controlin support of national safeguards, and bilateral and international safeguards agreements. The U.S. Nuclear Regulatory Commission is supporting this arrangement by providing physical protection training to Korean regulators in the U.S. The purpose of this visit is to have KAERI personnel observe how specialized NRC performance-based evaluations augment NRC safeguards regulatory programs.

As the primary subject of the visit concerns physical protection, some of the discussion topics may be categorized as Safeguards information. In order for KAERI officials to get the maximum benefit from this visit, I am granting NRC and Beaver Valley personnel permission under 10 CFR 73.21 (c)(2) to discuss, in the presence of these visitors, material -

designated as Safeguards Information. Mr. Warren willinform the KAERI officials, prior to the visit, that all information concerning the physical security system and related topics is sensitive and not to be divulged to third parties.
