PHILADELPHIA ELECPRIC COMPANY EMERGENCY RESPONSE OBJECP1VES FOR THE 1986 NRC FEMA OBSERVED EMERGENCY RESPONSE EXERCISE l

In order to demonstrate the radiological emergency response preparedness of the Limerick Generating Station, the Philadelphia Elect ric Company (PECo), the Pe nnsylvania Emergency Management Agency (PEMA), and the surrounding local jurisdictions, an integrated radiological emergency response exercise will be conducted.

The PECo objectives for the exercise are as follows:

A.

Operational Assessment 1.

Demons trate the Control Room s taf f's ability to recognim operational symptoms and parameters indicative of degrading plant conditions.

2.

Demonstrate the ability to properly classify emergency condi tions.

3.

Demons trate the ability to properly escalate and de-escalate the emergency response based upon event clas si fic'ation.

4.

Demons trate the ability of plant personnel to mitigate deteriorating plant condtions.

5.

Demonstrate the adequacy of the LGS Emergency Plan Implementing Procedures applicable to the scenario.

B.

Communications 1.

D$monstrate that appropriate and reliable communications exist to accomplish timely notification of of f-site agencies and to maintain communications.

2.

Demonstrate that organizations outside PECo that provide assistance can be notified as appropriate.

3.

Demonstrate procedures for timely mobilization of emergency response personnel.

4.

Demonstrate the ability to adequately alert station personnel of an emergency through the use of alarms and the public address sys tems.

5.

Demonstrate the ability to ef fectively communicate with emergency teams in-plant and out-of-plant.

6.

Demons trate proper rMerdkeeping and data display in emergency respons,i facilities.

7.

Demonstrate that messages are transmitted in an accurate and timely manner; that messages are properly logged; that status boards are accurately maintained and up-dated.

8.

Demonstrate that appropriate briefings are held and incoming personnel are briefed and up-dated.

C.

Radiological and Environmental Assessment 1.

Properly assess radiological data to formulate accurate of f-site radiological dose projections.

2.

Demonstrate the proper use of post-accident sample results to support the dose projection process.

3.

Demons trate the ability to evaluate field radiological monitoring data, of f-site radiological dose projections and plant conditions to arrive at appropriate protective action recommendations.

4.

Demonstrate the activation, operation and reporting of the field monitoring teams within and beyond the site boundary.

5.

Demonstrate the capability to perform radiological monitoring activities and assessments.

6.

Demonstrate ef fective coordination of the radiological and environmental assessment process with the Pennsylvania Bureau of Radiation P rotection.

7.

Demonstrate the ability to support the radiological assessment process while maintaining personnel radiation exposure ALARA.

8.

Demonstrate the use of post-accident sampling equipment to obtain, transpo rt, and analyze samples of reactor coolant or containment air samples under conditions involving f uel damage.

D.

Emergency Response Facilities 1.

Demonstrate that suf ficient and adequate emergency equipment exists to ef fectively pe rform necessary emerge ncy actions.

2.

Demons trate that adequate security of facilities can be maintained.

3.

Demonstrate the ability of station and corporate personnel to activate and staf f the emergency

-i response f acilities as appropriate for the existing L

emergency class and to transfer functional responsibilities to the appropriate operations center whe n escalating or de-escalating to a different emergency class.

E.

Public Inf ormation 1.

Demonstrate proper and timely activation of 'the Emergency News Center.

2.

Demonstrate the ability to develop and disseminate timely and accurate new s r eleases.

3.

Demonstrate that briefings concerning plant events are provided to the media during the emergency.

4.

Demonstrate that public information is coordinated between PECo and of f-site of ficials.

F.

PECo Organization 1.

Demonstrate that suf ficient PECo emergency personnel are available to support the emergency response on a round-the-clock coverage schedule.

2.

Exhibit timely and proper response of emergency personnel to activate emergency response facilities and carry out assigned roles and responsibilities.

3.

Display pgoper transfer of responsibility between "an shif t" and incoming emergency personnel.

4.

Demons trate the ability to turn command and control responsibilities between the Shif t Supervision, Emergency Director, and Site Emergency Coordinator.

G.

Personnel Protection 1.

Demonstrate that the accountability process, including search and rescue, within the Protected Area can be accomplished in a proper and timely manner.

2.

Demonstrate the ability to provide safe and timely on-site. access to local of f site emergency services.

3.

Demonstrate the ability to conduct area surveys under emergency conditions.

4.

Demonstrate the ability to provide adequate radiation protecticn services such as dosimetry and personnel monitoring.

5.

Demonstrate the ability to provide first aid and transportaticm to a suitably prepared medical facility for an injured individual who has been contaminated or has received a high radiation dose.

Demonstrate the decision-making process for consideration of thyroid blocking agent distribution to emergency personnel.
