Dear Mrs. DeBold:
At the February 10, 1997, roundtable panel discussion held in the Haddam Town Hall with Senator Dodd and other federal, state and local officials, NRC staff members promised to respond to the following two issues of interest to the panel.
Issue 1:
Could spent fuel or other high level waste from Haddam Neck be shipped to Millstone or from Millstone to Haddam Neck?
Response
This could only be accomplished through license amendments issued to all the involved sites. Such requests from the licensees are subject to public comment arid provide the opportunity to request a hearing and intervention.
The NRC staff is required by Commission regulations also to consult with the appropriate Connecticut State Officials before such a license amendment is issued.
In the past, the NRC has approved similar license amendment requests.
However, it should be pointed out that because of the physical differences between Haddam Neck fuel and the various fuels used at the Millstone Station, such a fuel transfer most likely would require new fuel racks at the receiving site.
Further, changes in items such as shipping casks and crane capability might initiate further licensing requirements.
Issue 2:
Could the site be released for unrestricted use in phases, evers assuming the spent fuel remains on the site in either the spent fuel pool, under water, or in a dry storage facility?
Response
If the Cannecticut Yankee Atomic Power Company can demonstrate that the levels of radioactive contamination in the areas it might desire to release in stages is at or below the NRC site release criteria in force at the time of the request, and the NRC has verified that the applicable criteria has been met, those portions of the site could be released.
Further, if any of the areas CYAPC0 proposed to release were described in the Technical Specification, then I
an g propriate license amendment would be required to revise the description.
l D As noted above, any license amendment is subject to public comment and the opportunity to request a hearing. The NRC is presently engaged in rulemaking in establishing such release criteria.
