STAFF REQUIREMENTS - Q AqERLY SOURCE TERM BRIEFING, 10:00 A.M.,
ONDAY, NOVEMBER 4, 1985, COMMISSIONERS' CONFERENCE ROOM, D.C.
OFFICE (OPEN TO PUBLIC ATTENDANCE)
The Commission met with the staff for staff's quarterly briefing on the source term.
Commissioner Asselstine requested that staff provide to the Commission the interim paper on staff's source term effort.
He would like the interim report to address how the staff proposes

to implement the source term work, what the outstanding technical issues are, how the staff proposes to resolve those issues and whether prior to the resolution of the technical issuer the staff'can make implementation decisions.

Commissioner Zech believes that the source term effort is important and should not lose focus or momentum.
The dis-solution of the Accident Source Term Program Office and delegation of responsibility to two senior managers appears to defocus the effort.
Commissioner Zech recommends that the delegation of authority and re sponsibility be vected in one senior manager who has the tima and resources at his disposal to effectively bring the work to a scientifically defensible and timely closure, cc:
