Encl.osed please find an application from Conax Buffalo Corporation for a license to export electrical penetration assemblies, valued at approximately $4,000,000 to the PRC for use in the Guangdong Nuclear Power Plants, Units 1 and 2.
Before taking action on this license application, we would appreciate your views, in accordance with established procedJres, as to whether the propo:;ed export meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978.
It is noted that Conax Buffalo has submitted an earlier license request to supply electrical penetration assemblies to the PRC for use in the Qin Shan Nuclear Power Plant project.
