By letter dated April 16, 1985 (with clarification by letter dated May 3,
1985), Georgia Power Company (GPC) responded to the NRC letter dated January 28, 1985 concerning an allegation that GPC was not complying with
' the requirements of Section XI of the ASME Boiler and Pressure Vessel Code (as invoked by 10 CFR 50.55a) concerning the use of an Authorized Nuclear Inspector (ANI).
The aforementioned GPC letters indicated that an ANI has been used at Hatch Units 1 and 2 on a case-by-case basis dependent upon repairs / replacements.
Af ter review of the GPC April 16 and May 3,1985 letters, NRC notified GPC by letter dated July 16, 1985 that GPC should comply with the requirements of Section XI relative to the use of an ANI "when performing any test, examination, or repair / replacement of a Class 1, 2, or 3 system or component governed by the rules of Section XI at Hatch Unit 1 and 2."
Although the NP' July 16, 1985 letter does not require a response from GPC, NRC is herety advised that GPC is currently in compliance with the requirements of Saction XI relative to the use of an ANI.
The services of an ANI have bee 9 obtained, on a full-time basis, with an inspector having been stationed It the Hatch plant site as of October 7,1985.
The inspector is currently carrying out the duties required of him by Section XI.
Stationing of an ANI at the plant site is not required by Section XI, and GPC has done so voluntarily.
GPC reserves the right to discontinue this practice at its discretion.
This is not to imply that the services of an ANI will be discontinued but only on-site stationing thereof.
