COMSECY-96-055 STRATEGIC ASSESSMENT ISSUE PAPER: LOW-LEVEL WASTE (DSI-5) i I disagree with the Commission preliminary view to expand the program from its current funding level to include all of the activities that were performed before the recent reductions in the program. Given shrinking budges and the fact that all low-level waste facilities currently in existence, or planned, are in Agreement States, expansion of the program cannot be justified. The Agreement States, with assistance from the Office of State Programs, are doing an adequate job of protecting public health and safety with regard to low-level waste. The NRC program must keep pace with NRC licensed activities. As such, expansion of the program may be reasonable at some point in the future if license applications are received, a State Agreement is withdrawn, or DOE oversight becomes a reality.
In the meantime, the staff should maintain core resources in terms of technical disciplines, but these technical experts should be utilized in other programs as appropriate.
