Dear Mr. Denton:
This letter supplements the University's application of October 22, 1985 f or amendment of f acility license R-31 and specifically responds to questions raised in your letter of December 12, 1985.
The Catholic University of America requests a change in facility license R-31 to authorize " possession-only" status.
Approval of this request will assure protective storage of the reactor and the reactor fuel while more specific plans for de-comissioning the facility are being finalized.
Proposed amended technical specif ications are attached.
The purpcse of this requested amendment is to delete administrative, 0
calibrational, and/or perf ormance requirements upon systems and 9
components which are no longer operational.
go The reactor is in a continued shut-down mode with the fuel-8 bearing control rods removed f rom the reactor.
The control rods are stored in a locked f acility separate f rom the reactor (the C,gg.
safe as specified in the Technical Specif ications).
The fuel bp core is in the reactor with the water shield and thermal column 2#
tank in place and filled with water.

.,ue J i; The radium-beryllium neutron source is f ixed and locked in its permanent position beneath the thermal column.
The reactor console will be disconnected from the reactor when this amendment is approved.
The glory hole is closed and locked.
Also enclosed is a description of the reactor safeguard features.
