20555 NRC DOCKET NUMBERS 50-424 AND 50-425 CONSTRUCTION PERMIT NUMBERS CPPR-108 AND CPPR-109 V0GTLE ELECTRIC GENERATING PLANT GENERIC LETTER 81-01 In our previous correspondence on this subject (GN-489, dated December 4, 1984), Georgia Power Company reported the results of a review of training and qualification records of inspection personnel employed at the Vogtle Electric Generating Plant (VEGP) since June, 1983, the date by which a program was implemented to meet the intent of Regulatory Guide 1.146 and regulatory positions C.5, 6, 7, 8, and 10 of Regulatory Guide 1.58.
Nine inspectors were identified as being currently employed in Georgia Power Company or contractor quality control organizations at the VEGP who had neither a high school diploma nor a General Education Development (GED) certificate.
- Also, available records for nine additional inspection personnel no longer employed at the VEGP were found to lack adequate objective evidence of high school graduation or equivalent.
The purpose of this lotter is to provide you with the status of Georgia Power Company's efforts in resolving these matters.
The nine inspectors still employed at the VEGP have all passed the GED examination.
In addition, Georgia Power Company has been able to confirm that four of the nine inspectors no longer employed at the VEGP have either a high school diploma or a GED equivalent.
Georgia Power Company has been unsuccessful in obtaining educational information on the remaining five individuals who are no longer employed at the VEGP.
Since the December 4,1984, correspondence referenced above, Georgia Power Company identified fourteen additional individuals with no record of high school graduation or GED certification.
Five of these individuals are still employed at the VEGP and received their GED certificates in early 1985.
The remaining nine individuals are no longer employed at the VEGP.

Page Two In summation, Georgia Power Company has identified thirty-two inspection personnel employed at the VEGP since June 1, 1983, with no high school diploma or GED certificate.
Fourteen of these individuals are still employed at the VEGP and have since passed the GED examination and have received an equivalency certificate.
Eighteen individuals are no longer employed at the VEGP but Georgia Power Company was able to confirm that four of these have either a high school diploma or a GED equivalent.
Of the remaining fourteen, six are known not to have a high school diploma or GED equivalent while the other eight individuals have site records showing they have a diploma or certificate but verification was not possible due to circumstances at the issuing institutions such as loss of records due to fire, inadequate or incomplete records, or policies against disclosure of information.
Georgia Power Company wishes to emphasize that all inspection personnel employed at the VEGP undergo an intensive training program which meets the applicable requirements of ANSI N45.2.6.
Inspection personnel must satisfactorily pass required examinations before being certified to perform inspections anc are subjected to regular performance evaluations by their supervision.
The Vogtle Quality Assurance organization has implemented a v.mprehensive program of audits and surveillances that establishes a high level of confidence in the quality of work at Plant Vogtle.
Quality Control (QC) activities are routinely covered in applicable functional audits with separate audits of the QC organization and training activities.
For these reasons the adequacy of the inspection work of the thirty-two individuals discussed in this letter is not considered questionable on the basis of their high school education and Georgia Power Company is planning no further efforts relative to these concerns unless the USNRC requires additional information.
None of the information presented in this letter is considered proprietary by the Georgia Power Company and may be placed in the NRC Public Document Room.
