Dear Mr. Thompsan:

Millstone Nuclear Power Station, Unit No. 3 Schedule for Issuance of Operating License On November 12,

1985, I

had a

telephone conversation with Mr. B. 3. Youngblood, NRC Licensing Branch Chief, to discuss the s chedule for the issuance of the low power operating license for Millstone Unit No. 3. During this conversation, we discussed several items which have affected our completion schedule such as the implementation of the physical security system and the testing of the CO2 system.

Based on our remaining items, we are notifying you that we anticipate needing the low power operating license for Millstone Unit No. 3 on or before November 20, 1985.

We believe this date is realistic and achievable and that we can support the resolution of all required items by this date. Based on the continuing dialogue between our staffs we believe that the NRC can support this schedule as well.

Please feel free to call me should you have any concerns regarding this matter.
