3/17/96 Note To File - (Used as a Reference in Appendix C of the FGEIS by PNL)
Information Given to PNL by NRC in Support of PNL Modelina for FGEIS Final Rule on Radiological Criteria for License Termination Attached, is a memo from John Glenn to distribution that contains information that the NRC considered to be representative of actual radioactive contamination distributions at Power Reactor Facilities, Sealed Source Manufacturers /Research and Development Facilities, Uranium Fuel Fabrication Facilities / Fuel Cycle Facilities, and Rare Metal Extraction Facilities. The i
information was developed to be responsive to comments on the DGEIS stating that the facility modeling performed there was too limited and did not adequately account for the broad range of actual situations. Although the information found by the NRC staff was sparse or incomplete, it was considered l
acceptable for purposes of examining radioactive contamination behavioral trends that would broaden the modeling considerations developed in the DGEIS, would be based on actual data, and might encompass some of the extreme cases.
Battelle Pacific Northwest Laboratory (PNL) reviewed the attached information and based on their experience and technical judgement from previous and extensive decommissioning analyses, arrived at the conclusions contained in Appendix C of the FGEIS.
Finally, a letter from Steve Short of PNL to Carl Feldman of NRC is enclosed reporting on Dave Robertson's (PNL) evaluation of residual contamination at the Trojan Nuclear Power Station, which has particular relevance to the PNL conclusion in the FGEIS concerning the insignificance of tritium as a source term.
