SUBJECT:

VERMONT YANKEE NUCLEAR PLANT DESIGN INSPECTION i

Dear Mr. Reid:

The purpose of this letter is to inform you of our plans to conduct a design l

. inspection of the Vermont Yankee facility. We have scheduled the onsite '

. portion of the inspection for the periods of May 5 through 9, 1997, May 19

through 30, 1997, and June 9 through 13, 1997. Your staff has indicated that 4

there are no major conflicts with on-site activities during this period. The team leader and two team members will visit the site and corporate office in mid April to collect documents necessary for the on-site portion of the ,

inspection and to complete the badging process. )

Recent NRC inspections at nuclear power reactor facilities have identified j

.' numerous findings where the plant configuration or operations were inconsistent with the design basis, licensing basis, or the UFSAR. Therefore, the NRC has decided to perform design inspections at nuclear power reactor facilities utilizing Inspection Procedure (IP) 93801, " Safety System

, Functional Inspection." Two systems will be selected for review during the

inspection.

Mr. James A. Isom, Team Leader, NRR, will interface with you and your staff regarding all matters related to this inspection. The inspection will be

! performed using a team of five engineers from Stone & Webster Engineering Corporation (SWEC) who have been contracted by the NRC for this purpose.

Mr. Robert NaJuch of SWEC who is part of the five person team will be the lead contractor engineer.

We will be in contact with your staff regarding additional details for the inspection. Should you have any questions, please contact Mr. Isom at (301) 415-1109 or me at (301) 415-3045.
