Due to the revisions to your Fundamental Nuclear Material Control Plan (FNMCP) which you submitted on March 1,1985 and June 1,1985 to Region II, pursuant to the provisions of 10 CFR 70.32(c), we are revising License Conditions 2.1 and 4.5 of Amendment SG-2 to your License No. SNM-1107.

Revised Condition 2.1 will incorporate the revised FNMCP pages. Since ole of these FNCMP re-visions included a commitment contained in License Condition 4.5, this con-dition is also being revised by replacing the commitment wording with a simple reference to Section 4.2.4(b) of your FNMCP.

Accordingly, revised Conditions 2.1 and 4.5, which are effective immedi-ately, read as folloss:

2.1 The licensee shall follow Chapters 1.0 through 8.0 and Appendices A, B, C, D, and AA of its Fundamental Nuclear Material Control Plan dated April 18, 1984, except as noted in Condition 2.1.1 below; as revised by its submittals dated September 1,1984 (re-vised pages labelled as Revision 1), December 1,1984 (revised pages labelled as Revision 2), March 1,1985 (revised pages la-belled as Revision 3), and June 1,1985 (revised pages labelled as Revision 4); as amended by its submittal (for Appendix AA) dated December 1,1984; and as may be revised in accordance with the provisions of 10 CFR 70.32(c). All revised pages as-sociated with the above stated revisions are identified by, and are in accordance with, the " Schedule of Revisions" as contained in pages ix through xiii of the Plan described above.

. 4.5 Notaithstanding the requirement of 10 CFR 70.57(b)(8) to mea-sure control stan6ards for all measurement. systems for the purpose of determining bias, and notwithstanding the require-ment of 10 CFR 70.57(b)(11) to maintain a statistical control system to monitor such control standard measuren.c.its, the licensee need not measure nor monitor such control stan-dards for point calibrated, bias-free, systems.

The basis for defining a system as bias free, and the methodology for calculating measurement relults derived from such systems shall be in accordance with Section 4.2.4(b) of the Plan identified in Condition 2.1.

It has been determined that the enclosures to both your March 1 and June 1, 1985 letters (your reference #'s LA 85-10 and LA 85-34) contain information of the type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be commerical or financial with-in die meaning of 10 CFR 9.5(a)(4) and shall be withheld from public dis-closure unless subject to the provisions of 10 CFR 9.12.
