Dear Mr. Sullivan:
I received the March 28, 1997 fax which you sent to Frank Congel. Frank will not be able to attend the San Francisco meeting due to other commitments.
I am his deputy, and will be speaking at the plenary session in his place. A copy of my biography is attached.
The title you have chosen for my talk is fine, and I intend to address the topic you have outlined in your letter.
I have already sent in my registration form for the meeting, along with the $160 fee for one-day early registration.
If your offer to waive the fee applies to me, you may write a refund check to me personally, and I will see that it is refunded to Uncle Sam.
I have already made reservations for myself at the Cathedral Hill hotel. You may 1
cancel the reservations you made for Mr. Congel.
I will not be staying beyond April 22, as I have a commitment at NRC Headquarters on April 24.

I am not yet certain whether my talk will be ready by April 15.
If so, I will provide it for distribution at the meeting.
The conference has created a great deal of interest in the Incident Response Division of the NRC. In addition to my talk, both Rosemary Hogan and Aby Mohseni will participate.
We all look forward to a very interesting and successful meeting.
