SUBJECT: NRC INSPECTION REPORT 50-498/96-22;50-499/96-22

Dear Mr. Cottle:

On March 8,1997, the NRC completed an inspection at your South Texas Project, Units 1

and 2 facilities. The enclosed report presents the scope and results of that inspection.

During this special inspection, the conduct of your activities at South Texas Project during '

the time frame of the Unit 1 restart in January,1994 were assessed; in general, your staff

responded properly to the technicalissues and concerns raised by the Operational i

Readiness Assessment Team.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

and its enclosure will be placed in the NRC Public Document Room.
