Dear Mr. Cottle:
On March 8,1997, the NRC completed an inspection at your South Texas Project, Units 1
and 2 facilities. The enclosed report presents the scope and results of that inspection.
During this special inspection, the conduct of your activities at South Texas Project during

the time frame of the Unit 1 restart in January,1994 were assessed; in general, your staff
,
responded properly to the technicalissues and concerns raised by the Operational

Readiness Assessment Team.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and its enclosure will be placed in the NRC Public Document Room.
