Mr. James G. Keppler Regional Administrator Centlemen:

On March 6, 1985 Toledo Edison made a presentation to you regarding the response to the SALP Report of December 6, 1984.

In the section of that presentation entitled " Elimination of Attitudinal Deficiencies" under the subheading of "Taking Action", we indicated that a director demotion had taken place in September, 1984 under the heading of " Penalty Discipline".

The individual who was demoted at that time, Charles E. McLain, has brought to our attention that his demotion was solely attributable to the combining of his position at that time with a new position which required operating experience. Since he had no operating experience, his position was ef-fectively eliminated and it was necessary for him to take a lower-rated position.

It was not our intention to reflect adversely upon Mr. McLain and any suggestion in that regard of any deficiency in his performance is totally unwarranted and unintended. The key consideration was his lack of operating experience.

He has asked that we clear the record with you in this regard.
