This is in res pons e to the Not ice of Violation cited in Inspection No. 50-412/85-13 and listed in A ppe ndix A (Notice of Violation) attached to your letter to Mr. J. J. Carey, dated July 18, 1985.
Notice of Violation 85-13-02:
"QC Accepted Pipe Support Dimensional Error-Location" As a result of the inspect ion conducted on May 2 3-June 28, 1985, and in accordance with the NRC Enforcement Policy (10CFR2, Appendix C), published in the Federal Register on March 8, 1984 (49FR8583), the following viola-tion was identified:

Criterion V, requires that ac t ivit ies af fect ing quality shall be prescribed by procedures and shall be accomplished in accordance with these procedures.
Drawing 12241-BZ-19A-48-0C defines the dimens ions, associcted to le r-ances, and other necessary details to properly install pipe suppo rt 2SWS-PSST 625.
Contrary to the above, and even though the installed support was " final ins pe ct ed," the relative piping / support centerline dime ns ion of pipe on Drawing s uppo rt 2SWS-PSST 625 did not conform to that spe c i f ied 12241-BZ-19A-48-0C.
This is a Severity Level IV Violation (Supplement II).

Response
The ou t-o f-to le rance pipe location and pipe strut 2SWS-PSST 625 have been evaluated to have resulted during replacement of valve, VGW-060-A-2, during May 1984 following SQC final inspection acceptance of this strut on April 12, 1984.
This condition occurred because neither the cons t ruc t ion personnel replacing the valve or the SQC inspector inspecting the replaced valve welds recopilzed that tha aljacent strut angular orientation from the local ve rt ical had exceeded the maximum I 5* allowed by spe c i f ica-tion 2BVS-920 and 1.P. 7.3.1 by 1.7*.
Upon notification and verification of the stated condition, N&D act ion was initiated.
The condition has been reviewed by Engineering and found not to be reportable under 10CFR50.55(e).
Our applicable piping mdification procedure FCP-504, Revisions to Schneider Power Corporation Control Drawings, has been reviewed and will be revised to strengthen our control of this type of work.
The main control for piping mdifications is the Construction Revision Notice (CRN) des.:ribed in FCP-504.
The application of the CRN will include the process f e, r identifying and controlling ef fects on associated pipe suppo r t s.
In addi t ion, the inspection Plan 7.2 controlling pipe welding will also be revised to include SQC verification of the condition of the associated pipe supports.
The implementation of the revised program will commence on or before Sep t ewbe r 10, 1985.
The revised de ta iled procedures will be made available to NRC Senior Resident inspector upon completion.
We advi se that although the out-of-tolerance condition had not been identified at the time of piping rework, further verification inspections are scheduled.
These act iv it ies are related to the final configuration verification for stress reconciliation and the associated ASME N5 certifi-cation process.
