Dear Mr. Pierson:

With respect to your letter to Mr. J. Dale Jackson dated January 21,1997, USEC has verified that the information contained in your letter regarding the nuclear materials on inventory at the Portsmouth Gaseous Diffusion Plant (PORTS) agrees with our records based on the annual facility-wide inventory completed on September 30,1996. The infonnation in your letter for the Paducah Gaseous DifTusion Plant (PGDP), however, does not agree with our information from the annual facility-wide inventory completed on September 30,1996. It appears that the values utilized by the NRC for cascade solid holdup (both total uranium and 2"U) were taken from the 1995 inventory and not from the 1996 inventory.

Enclosure I provides the nuclear material quantities on invr ntory for PGDP and PORTS, based on the annual facility-wide inventories completed on September 30,1996. As designated irr your letter, Enclosure I contains certain trade secrets and confidential commercial and fmancial information exempt from public disclosure pursuant to Section 1314 of the Atomic Energy Act of 1954 (AEA), as amended, and 10 CFR 2.790. This information should be treated accordingly. This letter may be decontrolled when Enclosure 1 is removed.

As agreed to in conversations with your staff, USEC did not perform a costly special facility-wide physical inventory at the time of transition to NRC regulation on March 3,1997. However, during the Material Control and Accountability (MC&A) inspections at both sites beginning in March and continuing through June 1997, an appropriate book inventory value will be determined and provided informally to 970401024-6 970325 PDR ADOCK 07007001 liEIIIIl3!f!!IfI,!
