SUBJECT: NRC INSPECTION REPORT NOS. 50-327/97-02 AND 50-328/97-02

Dear Mr. Kingsley:
On February 3-14,1997, the NRC completed an inspection at your Sequoyah Nuclear
Station. The enclosed report presents the results of that inspection.
The purpose of the inspection was to determine whether activities authorized by the licensee
were conducted safely and in accordance with NRC requirements. Areas examined during

the inspection are identified in the report. Within these areas, the inspection consisted of
selective examinations of procedures and representative records, interviews with personnel,
and observation of activities in progress.

The licensee's actions to address the Sequoyah Nuclear Plant - 1996 Reliability Report has
been slow in some areas with poor documentation of effectiveness. The licensee has made
progress addressing some hardware reliability issues.
In accordance with 10 CFR 2.790 of the NRC's " Rule of Practice," a copy of this letter and its
enclosure will be placed in the NRC Public Document Room.
