C. 20555 NRC DOO(ET 50-321 OPERATING LICENSE DPR-57 EDWIN I. HA'IUI NUCLEAR PLANT UNIT 1 SURVEILLANCE MATERIAIS TESTING AND FRACIURE 'IOUGNESS ANALYSIS Gentlemen:

During the 1984 maintenance / refueling outage at Hatch Unit 1, one of the surveillance materials capsules was removed from the reactor pressure vessel for testing in accordance with the req 2irements of 10 CFR 50 Appendices G and H. %e remlts of the testing were received by Georgia Power (bmpany (GPC) from the vendor one year to the day after the capsule withdrawal. As a result, GPC was unable to mbmit the mmary technical report to the NRC within the one year time frame from capsule withdrawal specified in 10 CFR 50 Appendix H, Section III.A.

%e reason for the inability to mbmit the sumary technical report within the req 2 ired time frame was dismssed with the Hatch NRC licensing project manager, Mr. G. Rivenbark, daring a telephone conversation on December 9,1985 with Messrs. J. A. Edwards and J. D. Heidt of GPC. %e aforementioned GPC staff personnel indicated to Mr. Rivenbark that because of the necessity to perform an in-depth review of the test results, GPC would mbmit the realired sumary technical report to NRC within two (2) months, i.e. , by February 9,1986. It was further indicated that changes to the Hatch Unit 1 Technical Specifications would be req 2 ired as a result of the testing and that these proposed changes would be submitted to NRC under separate cover. GPC anticipated that these Technical Specification changes would be mbmitted in early Jamary 1986.
