. Subject: Inspection No. 85-02
This refers to the routine safety inspection conducted by Judith A. Joustra and
John Miller of this office on June 21, 1985 and September 24, 1985, of activi-
ties authorized by NRC License No. 29-21452-01 at a field site in Rancocas, New
Jersey and at'your office in Woodbridge, New Jersey and to the discussions of
our findings held by Ms. Joustra and Mr. Miller with yourself at the conclusion
of the inspection.
Areas examined during this inspection included: training of radiographer,
transportation requirements, emergency and operating procedures, documentation
requirements, dosimetry, surveys and posting of restricted areas. Within these
areas, the inspection consisted of selective examinations of procedures and
representative records, interviews with personnel, measurements made by the
inspectors, and observations by the inspectors.
Based on the results of this inspection, it appears that one of your activities
was not conducted in full compliance with NRC requirements, as set forth in the
Notice of Violation, enclosed herewith as Appendix A. This violation has been
categorized by severity level in accordance with the revised NRC Enforcement
Policy (10 CFR 2, Appendix C) published in the Federal Register Notice (49 FR
8583) dated March 8, 1984. You are required to respond to this letter and in
preparing your response, you should follow the instructions in Appendix A.
Two additional items noted during the inspection are of concern to this office:
1. The inspector noted a final camera survey entry had been made
even though no exposures had been made.
2. The inspector noted a reading of zero recorded in the dosimeter
column of the utilization log. When the inspector asked to see the
radiographers dosimeter, the radiographer was unable to locate it,
but did find a spare which was off scale.

Noncompliance was not identified as a result of these findings since no radio-
graphic operations had been conducted. However, in response to this letter,

are completed at the proper time.
