Memorandum from Ms. C. M. Craig (NRC) to Mr. D. B. Matthews (NRC), dated February 13, 1997, Summary of Meeting with Baltimore Gas and Electric (BGE) to Discuss License Renewal Environmental Report (ER) Template Process As discussed and agreed to by the Nuclear Regulatory Commission and Baltimore Gas and Electric Company at the Senior Management Meeting held on January 9,1997, we provided you a copy of the Environmental Report for License Renewal Template at the meeting summarized in Reference (a). The template should be used as a starting point for future discussions on the format and content regarding 10 CFR Part 51 requirements for license renewal. We understand that these discussions have been tentatively scheduled. Another Senior Management Meeting will be scheduled in May 1997 to review the results of our mutual efforts to resolve issues on the format and content of the environmental report for license renewal. When the final version of the template is developed, it will be provided to the NRC.

We appreciate the continued willingness of the NRC to work with the industry, utilities, and the public on clarifying the requirements for renewing the operating licenses of commercial nuclear operating plants and look forward to continuing to contribute through the Nuclear Energy Institute and our plant specific efforts.
