Vogtle Electric Generating Plant Emergency Preparedness Public Information Material This is in response to your request of November 15, 1985, for the Federal Emergency Management Agency (FEMA) to review the emergency preparedness public information materials for the Vogtle Electric Generating Plant.

The material enclosed with your November 15, 1985, memorandum was provided to FEMA Region IV to review. They will conduct a detailed review of the information submitted; however the review has not been completed at this time.

The purpose of this memorandum is to inform you that the map and draft brochure submitted with the public information material address only that part of the Plume Emergency Planning Zone (EPZ) that lies in, Georgia.

This is totally unacceptable to FEMA.

FEMA Region IV expects South Carolina to submit plans for review and comment, well in advance of the May 1, 1986, scheduled exercise. As of this time, these~ plans have not been received. Inasmuch as the brochure must apply to the entire Plume EPZ, the South Carolina planning and attendant instructions must be added to the draft brochure.

Meetings have been conducted, most recently on August 23, 1985, which involved representatives from the State of Georgia, the State of South Carolina, Georgia Power Company, NRC Region II and the DOE's Savannah River Operations Office regarding the need for more involvement on the South Carolina side of the Savannah River. FEMA considers it premature on the part of the Georgia Power Company to consider distribution of a brochure at this time.
