Zion Nuclear Power Station Units 1 and 2 Proposed Amendment to Facility Operating License Nos. DPR-39 and DPR-48 Specimen Capsules NRC Docket Nos. 50-295 and 50-304

Dear Mr. Denton:

. Attachment 1 to this letter is a proposed amendment to Facility Operating License Nos. DPR-39 and DPR-48, Appendix A, Section 4.3.4.D -

Materials Irradiation Surveillance Specimen Inspection. This change provides a revised specimen capsule withdrawal schedule which reflects both the implementation of Low Leakage Loading Patterns and the current requirements of 10 CFR 50, Appendix H.

- Attachment 2 provides a technical description and justification for the proposed change.. Attachment 3 contains Commonwealth Edison Company's demonstration that the proposed amendment does not-involve a significant hazards consideration. This change has also received on-site and off-site review and approval.

The technical basis for the revised fluence estimates was originally published as part of a larger report. The required information is being extracted from the original document and is being published in WCAP 10902, entitled " Reactor Vessel Fluence Evaluations for Zion Units 1 and 2".

This ~ document will be transmitted to you by early September.

The referenced LER described Zion's failure to remove a surveillance capsule as required by the current Technical Specifications.

It also committed to removing capsule X on Unit 2 during the Fall, 1985 refueling outage if this change has not been approved. This removal is currently scheduled for late November. Since the removal of a capsule at

.this time will not provide any additional useful information, Commonwealth Edison requests that approval of this amendment request be granted by December 1, 1985.
