NRC INSPECTION REPORT 50-382/97-02 AND NOTICE OF VIOLATION

Dear Mr. Dugger:

An NRC inspection was conducted January 12 through February 22,1997, at your
Waterford Steam Electric Station, Unit 3 reactor f acility. The enclosed report presents the
scope and results of that inspection.
During the 6-week period covered by this inspection period, your conduct of activities at
Waterford 3 was generally characterized by good performance of operations, maintenance,
,
engineering and plant support. However, two violations of NRC requirements were
identified.

The violations involve the failure to perform radiological surveys and label radioactive
material, respectively, and are of concern because they resuited from inadequate oversight

during movement of radioactive material between storage locations,
