Dear Sir:

The Office of Ins tor and Auditor (0IA),

U.S. Nuclear Regulatory Commission, requests he assistance of the Naval Investigative Service in a current investiga ion pertaining to the March 1979 accident at the Three Mile Island Nucle Power Facility.

Currently this Office is in Ived in attempting to msolve whether or not the utility (Metropolita Edison) had complied with NRC regulations and provided all essential i tion durin One area of en burn" (g the accident. explosion) in the contaim primary concern involved a "hyd building during the early stages the accident which representatives of the utility claim they reported an NRC inspector at the time of occurmnce.

Recently, a Metropolitan Edison amployee dentified a specific NRC inspector who he claimed had been notifie the incident.

OIA investigators located the NRC inspector and arranged for a interview. The inspector was advised of his constitutional rights prio to the interview at which 4

time the inspector waived his rights and denied ing notified of the hydrogen explosion or " pressure spike".

OIA subsequently interviewed a second inspector who preserit in the TMI control room during the stipulated accident and he so denied any knowledge of the incident.

Because all infomation and ts regarding the accident at TMI have been taken under oath or sworn te imony before Congress or Executive Conunittees, the present circumstances dicate that either perjury may have been committed or false official tenents (18 USC 1001) made during previous NRC investigations and Federa inquiries.

The two inspectors have consented to a polygraph examination in order to support their prev'iously furnished testimony. DIA does not possess the capability for. administering a polygraph examination and, therefore, seeks your assistance in providing the inspectors the opportunity to i

verify their responses, eliminata any further suspicion, and rebut the accusation.
