Requirements for the Quarterly Source Term Briefing. this memorandum responds to Comissioner Asselstine's requests concerning how the staff proposes to 1
l implement the source tem work. Comissioner Asselstine was particularly l
interested in (1) an identification of the outstanding technical issues and l
(2) the staff's plans to make severe accident decisions prior to resolution l
of the technical issues.
The implementation plan is currently being prepared to inform the l
Comissioners of how the staff intends to use the available source. term j
l information to implement the severe accident policy (1) to improve safety l
assurances against severe accident vulnerabilities and (2) to identify those l
areas of the regulations that are appropriate to evaluate in depth for potential changes. The implementation plan will specifically address Comissioner Asselstine's questions as well as other questions raised during 1
l the Quarterly Source Term Briefing on November 4,1985. The documented implementation plan is scheduled to be sent to you before January 31, 1986.

The Commission met with the staf f for staff's quarterly briefing on the source term.
Commissioner Asselstine requested that staff provide to'the Commission the interim paper on staff's source term effort.
He would like the interim report to address how the. staff proposes i
to implement the source term work, what the outstanding technical issues are, how the staff proposes to resolve those issues and 4
whether prior to the resolution of the technical issues the 2
staff'can make implementation decisions.

(SECY Suspense:
1/3/86) commissioner Zech believes that the source term effort is important and should not lose focus or momentum.
The dis-solution of the Accident Source Term Program Office and delegation of responsibility to two senior managers appears to defocus the effort.
Commissioner Zech recommends that the delegation of authority and responsibility be vested in one senior manager who has the time and resources at his disposal to effectively bring the work to a scientifically defensible and timely closure.
