i The Commission has approved publication of the proposed Federal 4
Recister notice subject to the following comments.
The Federal Recister notice should be revised to explain j

that these revisions to the fuel cycle facility abnormal occurrence (AO) criteria not only add facilities with NRC certification such as gaseous diffusion plants, but also and clarify the AO criteria for all fuel cycle facilities, i
why these latter changes were needed.
2.
Item (3) on page 10 should be revised to read ' Major i
deficiencies in design, construction, use of, or management controls for facilities or radioactive material licensed by i
or otherwise regulated by the Commission.'
3.
In addition to adding the new footnote on page 8, the j
subsequent footnotes on pages 13 and 17 should be renumbered.
