Please find enclosed a copy of a document provided to the Georgia Department of Natural Resources - Environmental Protection Division requesting the transfer of the Vogtle Electric Generating Plant NPDES Permit (No. GA0026786) from Georgia Power Company to Southern Nuclear Operating Company. The pennit transfer was requested in conjunction with the reassignment of the Vogtle Electric Generating Plant Facility Operating Licenses from Georgia Power Company to Southem Nuclear Operating Company.
This submittal is made in accordance with Section 3.2 of the Vogtle Eicctric Generating Plant Emironmental Protection Plan, Appendix B to Facility Operating Licenses Nos. NPF-68 and NPF-81.

Dear Mr. Reheis and Mr. Word:
On October 7,1996, in letters from Christopher M. Heimn, Manager of Environmental Affairs for Georgia Power Company and me, Georgia Power and S.uthem Nuclear Operating Company (collectively, the " Companies") requested the transfer, reissuance or modification, as appropriate, of various Environmental Permits associated with the Vogtle Electric Generating Plant (" Plant Vogtle") and the Edwin I. Hatch Nuclear Plant (" Plant Hatch"). This prior correspondence explained that the Companies planned for. Southern Nuclear to commence its operation of the nuclear plants within 60 days following the effective date of NRC approval of proposed amendments to the facilities' operating licenses issued by the NRC which would authorize Southern Nuclear to operate the nuclear plants. At the time of the October 7,1996 letters, the Companies expected to receive the requisite NRC approval effective as of December 14,1996.
The purpose of this letter is to inform you that NRC approval was received on March 17,1997 and Southern Nuclear will assume its operation of the nuclear plants on March 22,1997. In accordance with the Companies prior letters, therefore, we request EPD to transfer, reissue, or modify as appropriate, the respective Environmental Permits with the effective date March 22, 1997.
