MEETING MINUTES - NOVEMBER 1, 1985 MEETING BETWEEN URF0, DOE AND TAC ON LAKEVIEW, OREGON UMTRAP SITE RAP, PSCR AND DSCR A meeting was held at the Uranium Recovery Field Office (URFO) in Denver, Colorado, on November 1, 1985, between URF0, DOE and the TAC (Jacobs-Weston) to discuss URFO's comments on the final RAP, PSCR and DSCR for the Lakeview, Oregon UMTRAP site. At the outset of the meeting, URF0 informed DOE that the NRC could not concur in the final RAP. The URF0 review of the RAP and DSCR indicated insufficient information in the technical areas of ground water and surface water hydrology, geology and seismology. The URF0 staff discussed their comments in these areas in detail with DOE and the TAC, as well as comrents on specific details in the areas of radiation protection and geotechnical engineering. URF0 also indicated that nany of the coments had been made by URF0 previously, but on draf t versions of the same documents, responses were incomplete or inadequate. URF0 will transmit the comments on the RAP and DSCR by November 8, 1985. URFO's PSCR comments would be slightly delayed to complete the ground-water review.
In addition. 00E, TAC and URF0 agreed to use the Title !! Ground Water Standards for design of the disposal site at Lakeview until such time as the EPA re. issues the Title i standards. The Title I standards were set aside by the 10th Circuit U.S. Court of Appeals' decision of
