March 14,1997 l 1  : ) ) i Gentlemen: i In the Matter of ) Docket Nos. 50-327 -{ Tennessee Valley Authority ) 50-328  ; i SEQUOYAH NUCLEAR PLANT (SQN) - NRC INSPECTION REPORT NOS. 50-327,  ! 328/96-11, REPLY TO NOTICE OF VIOLATION (NOV) 50-327, 328/96-11-04 l This letter revises commitments that TVA made by letter dated December 19,1996, m response i to the subject NOV. As part of the NOV response, TVA committed to complete a calculation by . February 14,1997, that would compare the design pressure and temperature of the individual i components of the diesel generator starting air system to the system design pressure and - i temperature for adequacy. Although the technical work was complete on February 14,1997, the  ! calculation was not issued until February 17,1997. l The NOV response also included a commitment to issue a design change notice by February 14, 1997, to correct drawings to agree with the conclusions of the calculation. At the time the commitment was made, it was thought that performance of the calculation would only result in drawing changes and would not involve physical modifications to the plant. However, some physical changes are necessary as a result of the calculation and those changes have been  ! incorporated into the design change notice. Since physical changes to the facility are necessary, completion of the modification is necessary for TVA to be in full compliance. The design change notice was issued on March 11,1997. The modification will be complete by April 9,1998. The l date for completion of the modification is due primarily to the long lead time necessary to procure  ; t the valves which will be installed. i The enclosure contains the commitments contained within this submittal. l l
