Exercise Report for the August 8,1985, Exercise of the Offsite Radiological Emergency Preparedness (REP) Plans for the Edwin I. Hatch Electric Generating Plant Attached is one copy of the Exercim Report for the August 8,1985, partial participation joint exercise of the offsite REP plans for the Edwin I. Hatch Electric Generating Plant. The plant is located on the northern edge of Appling County, approximately 75 miles west of Savannah, Georgia. The State of Georgia and Appling, Jeff Ibvis, Tattnall and Tbanbs Counties, all located in the 10-mile plume energency planning zone participated in the exercise.
The exercise report, dated August 30, 1985, was prepared by Region IV of the Federal Bnergency Managenent Agency (FEMA) and includes the connents of the Regional Assistance Committee.
During the exercise there were four areas observed that were determined to require a schedule of corrective actions. 'Ihese can be corrected througn plan revisions, training and additional resourtes. Additional equipnent, training and coordination meetings anong the various response agencies are being recommerded to accanplish these improvements and thereby enhance the energency response capability of the involved governments and agercies.
However, this did not detract fran the overall capability demonstrated by the State of South Carolina and Appling, Jeff Ihvis, Tattnall and Toonbs Counties to protect the health and safety of the public in the event of a radiological emergency. Based on the results of the August 8, 1985, exercise, FEMA considers that offsite radiological energency preparedness is adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public living in the vicinity of the site in the event of a radiological emergency.
'Iherefore, the original 44 CFR 350 approval dated May 5,1981, for the Edwin I. Hatch Electric Generating Plant will remain in effect including the caveat on the adequacy of the alert and notification systen.

-FEMA Region IV staff will furnish a copy of this exercise report to the State of South Carolina and will obtain a schedule of corrective actions. The Region will assure ccmpletion by the-State of the necessary correccive actions. -
