Response to Generic Letter 94-02, "Long Term Solutions and Upgrade of interim Operating Recommendations For Thermal Hydraulic Instabilities in Boiling Water Reactors"  !

Gentlemen:

In a letter from PECO Energy Company (PECO Energy) to the U. S. Nuclear Regulatory Commission (USNRC) dated September 9,1994, PECO Energy provided our response to Generic Letter (GL) 94-02, "Long Term Solutions and Upgrade of interim Operating Recommendations For Thermal Hydraulic instabilities in Boiling Water Reactors." in the letter, PECO Energy proposed a schedule for implementation of the Enhanced Option 1-A Stability Solution at

' Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3. The schedule .

was based on preliminary information received from the Boiling Water Reactor  !

Owners' Group (BWROG) and contingent upon USNRC approval of the i BWROG methodology (NEDO-32339, " Reactor Stability Long Term Solution:

Enhanced Option 1-A").

Due to significant hardware delays (i.e., Period Based Detection System (PBDS)' 1

- and Flow Control Trip Reference (FCTR) cards), it is necessary to revise the schedule for submittog the associated License Change Application (LCA) to the USNRC and for . implementing the Enhanced Option I-A Stability Solution at l PBAPS, Units 2 and 3, as follows:  ;

- Implement Solution I-A 3098 1 0/99 The proposed deferral dates for implementation of the solution is based on: 1) hardware delivery delays (i.e., the PBDS and FCTR cards); 2) time needed to perform the Limerick installation and to incorporate lessons learned into the Peach Bottom design and installation package, and; 3) time needed to i accumulate operational experience before final implementation. We anticipate a i USNRC review period of six months following the LCA submittal. l I
