This refers to the inspection conducted by Mr. James T. Conway of this office on September 16-20 and 23-27, 1985, of the Gesellschaft fur Nuclear Service (GNS) facility at Essen, West Germany and to the discussions of our findings with Dr. Klaus Janberg and members of the GNS staff at the conclusion of the inspection.

The purpose of this inspection was to conduct a programmatic evaluation of the implementation of GNS's Quality Assurance (QA) program pertaining to the fabrication of the CASTOR V dry spent feed storage / transport casks for Virginia Electric A Power Company; review the QA records for the CASTOR No. 2 cask; and witness the nanufacturing and testing activitiss at fhur GNS subcontractor facilities. The subcontractors were Gontermann-Peipers and Siempelkamp which cast the cask body, Boschgotthardshutte which forged the primary and secondary lids and trunnions, and Kraftwork Union which performs final machining and assembly.

During the inspection it was found that the implementation of GNS's QA program failed to meet NRC requirements.

The findings reflect several deficiencies including the following:

failure to reference 10 CFR Part 21 and QA program requirements on purchase orders, failure to calibrate pressure gages, failure to use checklists for external audits, and failure to maintain qualification records of no, destructive examination personnel in accordance with SNT-TC-1A.

The specific findings and references to the pertinent requirements are identified in the enclosure to this letter.

Please provide us within 30 days from the date of this letter a written statement containing:

(1) a description of steps that have been or will be taken to correct these items; (2) a description of steps that have been or will be taken to prevent recurrence; and (3) the dates your corrective actions and preventive measures were or will be completed.

Consideration may be given to extending your response time for good cause shown.
